Harriet Tubman

Text Box: Formerly named "Boone-Hysinger Homes", the Harriet Tubman complex was renamed in 1991, after the organizer of the "underground railway" which resulted in freedom for slaves during the Civil War.  Over 90% of the residents of the 500-unit family sited had petitioned CHA for the change of name as one of many initiatives to reverse the poor image and physical and sociological decline in the neighborhood.   Armed with renewed sense of empowerment, the resident association (now a 501(c)(3) resident management corporation) has generated a coalition of on-site services, including a police precinct, Boys' Club, Girls, Inc., Chattanooga State Technical Community College, Southeast Tennessee Private Industry Council, One Room Drop In School, Neighborhood Youth Center, Harriet Tubman Express (pregnancy prevention), Council for Alcohol and Drug Abuse Services and the LINKS.  Also underway is the Jobs Plus training initiative, on of only seven throughout the country. Harriet Tubman Development has been transformed to a peaceful neighborhood where its residents have taken control.
